India’s platform economy is rapidly expanding, with projections estimating the gig workforce to grow to 2.35 crore by 2029–30. The international community is moving decisively toward binding global standards on platform work. On 13 June 2025, the International Labour Organization (ILO) achieved a historic breakthrough by committing to develop internationally binding standards for decent work in the platform economy, expected to be finalized at the 114th International Labour Conference (ILC) in 2026. Meanwhile, India’s evolving legislative landscape is responding with measures such as the Code on Social Security (2020), state-level welfare bills, and provisions in the Union Budget like in Budget 2025–26 initiatives were supported like issuing unique identity cards to platform workers , simplifying the registration process via the e-Shram portal, and extending access to healthcare under the PM Jan Arogya Yojana. The Ministry of Labour & Employment’s initiative has actively onboarded 3.37 lakh platform workers and aggregators onto the e-Shram portal as of August 2025.
This webinar convenes leading researchers, policymakers, legal experts, and labour practitioners to critically examine the gendered realities of India’s platform economy. The discussion will investigate how current and proposed legal frameworks address, or fail to address, the intersecting vulnerabilities faced by women platform workers. It aims to generate knowledge and policy insights that transcend generic worker protections, promoting gender justice, equitable inclusion, and decent work in India’s digitalising economy. The key outcome of the webinar will be a concise four-page policy brief synthesizing the main findings and recommendations, tailored specifically for government officials, policymakers, and stakeholders shaping the regulatory environment of platform work.
